Shishio Makoto is a prominent antagonist in the *Rurouni Kenshin* series, making his first full appearance in the Kyoto Arc, specifically in the manga *Rurouni Kenshin* volume 9. He is a ruthless and ambitious swordsman seeking to overthrow the Meiji government and establish a new order based on strength and survival of the fittest.

Prior to the events of the series, Shishio served as Kenshin Himura's successor as the government's assassin during the Bakumatsu era. However, deemed too dangerous and ambitious, he was betrayed and left for dead, burned alive by his own comrades. He survived through sheer will and built a private army, the Juppongatana (Ten Swords), aiming to exact revenge and conquer Japan.

His body's severe burns left him unable to regulate his body temperature, limiting his combat time. Despite this, his swordsmanship is formidable, often incorporating innovative techniques based on gunpowder and friction.
